Government Mail- our own government competing with us?

after a little look on google i found this rather interesting page... http://www.dft.gov.uk/gcda/mail/default.php

its not something i had ever heard of before....
so im wondering is this set up/organisation doing the DSA thing like DHL, UK Mail etc... or is this for all intents and purposes a full on competitor...
i say competitor as it is offering/advertising mail services with proof of delivery

im pretty certain, that they only do government to government mail although you could be right if they compete with this;(Specialist Services Relay Driver)

So fair enough maybe this service is only for government departments etc. But why do they need their own mail business? The government already have one f***ing Royal mail! I bet this service is for things like councils who have to pay to use our services and that service is probably cheaper. But we are all owned by the same people so why are we charging our owners to send their mail in the first place? Same as why are the council charging us for planning permission to put up Post boxes etc? In the end that money just comes out of Royal mails profits that are given to the government. This in turn means the government have less money to give to the councils. Its like an endless sea of red tape that is totally unnecessary... Is anyone still following or am i just rambling?! lol
