The council in my area are trying to change bin uplifts in rural areas to every two weeks.
This happens in most built up areas up here but the reasoning behind this new idea
from the council is because the private roads are damaging their vehicles and the constant
shuddering is affecting the health of the bin workers.
How long before a privatised RM will pull that one out of the hat and use it to stop deliveries
up farm roads.

About 5 minutes after privatisation when the need for "the greatest profit from the least cost" ethos really starts to bite. Am I nervous - bet your ass I am.

Suppose they'll try anything to save money and cut hours. 
If the roads aren't that long they can always put a mail box at the bottom, next to the main road. I used to deliver mail to a Tree once! 
(In truth there was a box nailed to the back of it) 
Some Rurals have been "worked on" by a clued up postie for a few years. It's a pleasure when you come across a load of houses with 3 flights of steps up the hillside, and every single one has a mail box next to the road.
Takes a bit of effort and communication from the Duty holder, but certainly helps the Reserves when he's managed to get some of these old Name Plates Re-painted or Replaced. Depends on whether you want these DPs on your frame or not.

The sad day is coming when RM or what ever we're called after privatisation, will instruct as many households as possible to put boxes at end of drives/lanes etc. This type of service is given in many parts of the world.It will save millions and double the length of deliveries.The time saved walking up driveways will be more cost effective.Senior Managers/Directors know this and I think will implement the change asap after privatisation.They dont care about service just profit.

Well this is a 1st as i have to dissagree with teebs. 
I'd say 10 minutes,within the 1st five minutes they will be wanking themselves silly with the sale of the century,a beer,quick call to the bank manager,another quick call to the number crunchers,figures given will show they can get rid of thousands,then it will start.
