yes unless they can drive and you can not in wich case your dom can say it operational needs wich is not right but under the way forward they can do it but talk to your rep he should be able to tell you

Hopefully this is the thin end of the wedge that should see a lot more PTers being Made up to FT 
If nothing else it sets a precedence in your office, "If them why not me?" We've discussed the seniority angle before it's the length of time you've worked for RM. Is it something to do with your qualifications i.e Driving? If it's not rattle the DIMs cage and ask him what's going on! Mention Discrimination, that normally gets them reaching for the Toilet Paper
I think it's fair to try a new postie out on PT for say 12 months but if the work's there (and it is in most offices) then I think you should get the Full Time contract.

Our DM simply does not employ anyone as a full-timers despite losing at least 5-8 ft in the last 2 years. He just employs 24 hours postmen these days and then within a few weeks or month, they soon start working 30 hours on a regualr basis.
He has been told by Senior management (we dont believe that) and CWU to address the staffing problems and he has not done so with impunity.
