I hope I get this ok but your post was quite hard to read:

Can your DOM tell you to do only packets - Yes
Can he tell you not to drive down dangerous streets - yes
Can he tell you to walk down that street with the packet - Yes but you also have to judge the conditions yourself and if feel its unsafe despite the DOMs instruction the DO NOT GO DOWN THAT STREET even on foot.
Can you tell him to do a risk assesssment of your duty - No - He cant do a Risk Assessment of all the duties that would stretch things a bit far - but he can and should do a general risk assessment for the area, or at least get someone to do one.

He cannot, unless you are taking the piss, do anything if in your own assessment you believe that an address, street or just gerneral conditions are to danagerous to proceed.

What they try and do is put the liability on you by telling you to risk assess it yourself, in which case only go where you feel safe delivering. Make sure you wear correct footware in case of any accidents so they dont try to weasel out of taking the blame.

It appears the general theme from Royal Mail managers is if you have been given or taken time off because of weather conditions, they want the time back in one form or another. When is Dave Ward going to stick his neck out of his warm cosy retreat and provide explicit instructions on whether there is an agreement between Royal Mail/CWU on loss of wages during severe weather conditions or whether this is purely down to employment law within the UK.

Although I have seen an email from Bob Gibson which states that NO agreement has been made where there is ANY clawback of time.
