BUSINESS TRANSFORMATION 2010 AND BEYOND - PAY RELATED ISSUES
As reported in LTB 439/10, we met Royal Mail this week to discuss a number of issues arising from the introduction of the new basic pay supplements.
The Postal Department set up a process that logs enquiries so that we could share these with Royal Mail. This has established a range of issues that fall broadly into three categories.
Ø Genuine errors in payroll implementation.
Ø Matters of interpretation on the agreement.
Ø Matters not completely covered or finalised by the agreement.
The following highlights the key areas that have been discussed with Royal Mail and advises Branches of the current position.
Payroll Errors
These are being corrected and adjusted in subsequent pay weeks. It has been agreed that any money owed will be backdated to the original introductory date of the new supplements.
Where overpayments have taken place these will be dealt with through the existing overpayments procedure.
Tagging of Employees to the Appropriate Function
Enquiries in this area have focused on employees who believed they were due the delivery supplement - but have instead been paid the distribution payment. At the heart of this issue is what constitutes a distribution hub. Following a discussion, Royal Mail accepts the principle that some employees can perform p.m. collection work and still be tagged to delivery. We are currently awaiting data which will help clarify this situation on a site by site basis.
To help ensure everybody is treated fairly Royal Mail has agreed to set up an appeals process that will enable us to work through these issues in the next couple of weeks.
Where individuals are due to receive the higher supplement, Royal Mail has confirmed that this will be backdated to the original introductory date.
TPM Allowances in Delivery
There remains a disagreement on this issue and it will be raised at next week's National Deployment Group meeting. The union's position is that members are entitled to receive the relevant TPM allowance and the delivery supplement.
Sites in Receipt of no Supplement
We have jointly identified a few sites covering employees who work in LAMU (airport), GAMU (airport), DWP and a few LA's tagged to delivery offices who are not in receipt of any new pay supplement. The Union is in the process of ensuring these employees now receive appropriate supplements.
Hybrid Duties and Rotates
We are discussing with Royal Mail guidelines that will ensure employees in this category are in receipt of appropriate payments.
Dawn Shift / Grandfather Rights
We are also attempting to clarify this issue in line with the agreement and ensure that employees continue to receive the appropriate dawn shift payments.
Next Steps
Both parties recognise the need to resolve all these issues as a matter of urgency. This will require a further exchange of data and where necessary, discussion on a site by site basis.
Further meetings are scheduled next week and more information will follow in due course.
We would ask Branches to ensure that the information contained in this LTB is communicated quickly to the members directly affected.

shouldnt all this been sorted when the agreement was accepted not now, it looks like another rush job typical rm and cwu.

This is just the start....wait until the revisions start and this agreement really falls on it's a*rse.

What hours were dawn shift, as oppossed to NDA. Thought they were all covered by grandfather rights.

A rush job? 5 months and all the assurances in the world before the ballot: nothing is agreed until everything is agreed, we need to dot the i's and cross the t's, the agreement has been overseen by Rog at ACAS and chaired by Brendan Barber, it was essential to get the wording correct: and still they don't know their arse from their elbow.worktotime wrote:shouldnt all this been sorted when the agreement was accepted not now, it looks like another rush job typical rm and cwu.
