Please find enclosed a reply from our area rep to the HA/UB DSM’s in regards to today’s “debacle” on the introduction of the D2D.It clearly displays the business attitude towards it’s “staff”, and it’s attitude towards an agreement in which would require the workforce to “get on board”.
The plan, (and we were told that this deal would be “…. the biggest change” in the history of our business”). Well it appears that nobody told the people that actually run it. Let us make it clear where we stand at the moment.
· At some point your reps will have reached the end point in which they are fed up to the teeth of trying to reach the “trust” and “building relationships” part of the national agreement. If you cannot trust the other party over this part…the other 80 pages will not matter.
· We have an “out-going” DOM who will attend all the relevant briefings…and then will be replaced by a new DOM…..who does not even know what we have agreed locally!!!
· We still have a couple of cases over the HA/UB area by DSM’s, (past & present), blatantly attacking CWU reps, in which they have to “build trust” with (?)
· We have the business, (bear in mind the magnitude of the agreement), promoting postmen to “manage” in other offices, (they are now calling them “planners”). When the deal, (the revisions) are done and dusted, these people, (planners) are expected to go “back in blue” to their own offices again!!!!
We think some things have to be said. There are some offices in which the standard of management skills would have to be seriously questioned. If those individuals are merely motivated by bonuses. Think again, judging by the current political climate. We also enclose an excerpt from a member who clearly is “telling it as it is”…
"Just want to say on the issue of absorption that many still feel cowered into doing it and the high percentage of bullying/harrassment as evidenced in the employee opinion survey, tells its own story. People basically dont want the stress of not doing it (frowning managers etc.). No wonder the instances of sick leave/injuries and stress felt by staff is so high and morale is so low. Ask anyone.

Having checked with all of my CWU colleagues within the HA/UB area its clear that there were not any agreed interim arrangements on how to deal with the door to door in workload. The Business Transformation agreement is quite clear on how arrangements should be set up ie ' move into workload will require delivery duties to be adjusted and allowances made in order to provide sufficient time to 'prep' the items and deliver them. Its been reported to me that no such arrangements have been made. No work has taken place ( Office Deleted had started some labelling today) on the break down of walks. No reduction of any absorption was even considered by any DOM in fact to a man and Ms name deleted they have stated there will not be any reduction whatsoever, I consider that a clear statement of intent, that there will not be any working together to achieve agreement. I believe this to be a sad incitement of this area's Management teams intention re any change to relationships.
The provision of traffic information has been sketchy and at no time has any figure for door to door been provided, I can only assume the statement its ' light today ' is your team's way of managing by fact!
I am also aware that a number of overtime walks were performed today without the individuals taking out any door to door items, this is poor management control and means that in those offices they are storing up failure for the end of the week. In the past the lack of good control of door to door across the area has made our performance poor in certain areas and I struggle to see how we are going to improve, I suppose we could do the usual thing and blame the postman/woman. In Office Deleted one Manager was attempting to get last weeks door to door failures out this week for nothing, I really do despair that we will never be able to move forward when we have this type of individual at large.
I would appreciate it if you could assist your teams to get some robust arrangements into their Offices by the end of play tomorrow. Alternatively if its your intention not to do anything re the door to door but to try and absorb it without any cost perhaps you could advise me of this in writing.
