A question for the truth TOP 10%
Although you have previously said i'm not worth talking to i have a question regarding the top 10% i now know of 3 offices local to me that all the members that have unrealisic and achievable delivery spans are being bullied and harrased i.e "he can do it on his round so why cant you"...they are threatening to take all those who cut of or book overtime with taking them down the conduct code leading to dismissal.
can the union clarify what the top 10% is? office or local/ national targets?
this is a big stick that rm are hitting us with and doms are saying they have union backing to disapline those who dont manage to perform to the standard?
would appreciate a response as we are getting turned over by the dom!>

Hi mate, dont know if this helps but -the top 10% are measured using the following
criteria - offices of similar size, make up, region etc. These are grouped together in
quartiles, the methods used will be 100BSI on indoor etc (IWT) to achieve this.
I expect the yardstick offices will be compared against will be IPWH, (ITEMS PER
WORK HOUR) the amount of items delivered by week & what hours your unit has used
to achieve this. The next measure will be year on year performance & despite what
the CWU tell you, if you ask the DOM about IPWH, he will tell you that D2D is already
included in this measure (he is right) so unfortunately D2D traffic going into workload
will not alter the units IPWH figure, or gain you places in the top 10%. If you have any
further questions just ask, i will do my best to answer them

Here's a point for you my walk has just over 600 addresses and another P/T walk has 400 how am i meant to do the same job in the same amount of time as my fellow worker, obviously he's gonna be closer to the Top 10% than i am even though supposedly all walks are equal...?

If you have a duty that is P/T & protracts everyday and a F/T duty who does not do their full hours, then it is in the DOM's
interest to have the right hours on the right duty or rebalance the dels, thus ensuring all hours are utilised - simples

Sorry but amount of calls on different walks has no bearing on whether the walk is equal or not. For instance my walk is 600+ and takes 3.30 most days.PostieWithTheMostie! wrote:

Both are in urban areas and both use over the shoulder delivery method.
The reason why that one takes longer but has less DPs is because of the make up of the delivery and its "Mail" profile.
Mine is working class and mainly terraces with the houses a very short distance from each other. Its profile is mainly chipped sky boxes, JS Seekers, single mothers and sheltered housing. The other is Doctors, Directors, retired professional with Large Houses and Long drives and large volumes of mail. The walking distance is about the same as mine, but despite less DPs the average weight of the other walk is way above mine.
Management know this as well as its called a Cut Off walk and the PTs share it out for docket.
Walks are only made equal by making them take roughly the same amount of time, when an average person does them, not a snail or a racer.

Only virgin media boxes could be modified until the recent roll out of the nagra 3 encryption.
Now no boxes can be 'chipped'.

Both the Dutys are Town duties and there's up to a 2 hr difference in doing both as i've done both, the other on O/T or Sick Leave.. The guy who used to do the other was finished a hour early every day..

Then your rep and/or Manager should be getting it sorted. As I said in my post the amount of time it takes an average person to do the duty is the overriding factor not the amount of DPs. Walk tested twice 4hrs + both times.. Rep is as far up the DOMs @ss as the CWU is with RM's so it must be a win~win situation??

Royal Mail have very little idea at the moment on who is in the top ten per cent and are trying to idenitfy as we speak.
For instance if they say the top 10% are based on cost per item then they are not comparing like for like as those in reciept of RRIS or London weighting payments who will obviously cost more than others.
If you then do it on BSI then obviously you have to compare like for like , someone with 50% part timers and who all start before their time will obviously have an high BSI compared to an office who has very few part timers and does not work before their time.
If you then do it on items per gross work hour or item per work hour you have the problem with offices distoriting this by having one of two big companies ie like SW1 in London who have the Treasury or Department of Trade which are selections on the IPS whereas an office which is purely residential has to IPS and Prep all the items.
I met with Royal Mail today and they still do not know who really is in the upper 10% per cent of offices and want to employ a company called MIND GYM who can assist them in understanding who is in that catogary and just as importantly who they believe have to increase their game.
I really do think this is another one of those total quality management buzz slogans which Royal Mail are famous for , I remember back in 1994 the then Royal Mail chief exectuive then saying we want everyone to raise their game to the top ten per cent. It obviously worked !!
