Portsmouth DO to Ballot for Industrial Action
Due to executive action regarding unagreed changes, Portsmouth DO members have agreed they have no option but to ballot for industrial action.
Rep has been summoned to an area managers meeting after RM sector boss tried to 'call off' a gate meeting early this morning.Go figure...
DOM has gone absolutely mental.
Im not sure how this fits in with the new 'circle of trust' the latest agreement speaks about.
How will the new agreement affect the ballot and/or managements ability to impose unagreed change?

Is the interim agreement still valid?
This agreement between Royal Mail and the CWU, reached under the auspices of the TUC, provides the basis for a ‘period of calm’ free of industrial action, during which the parties are firmly committed to work together intensively, to reach agreements that will enable further change and modernisation to be implemented from the beginning of 2010 onward.
1.2 Royal Mail have committed that no further change will be imposed during the course of these negotiations,
the progress of which will be reviewed as set out in 1.6
What are the Branch saying?

Something to do with the unagreed removal of nights and absorbtion of 200 hours into deliveries. Not sure about the IR framework, but this has been rumbling on for ages now. So many failed reviews/revisions, pegasus was dumped, wsm's came and went, start times have changed 3 times in 3 years and now this. New duty structures have been drawn up and placed around the office, but the hours dont add up and the new workload on each walk is uneven. Apparently your IPS time is dictated by how much mech you get. The charts are very confusing with some duites having 1hr50mins ips and some duties having none.
Management are saying the interim agreement doesnt apply as the changes should have come in prior to the interim. Beats me...dunno why they cant wait till the new agreement gets rejected err sorry ratified.
I assuming the branch have agreed to the ballot as the area rep instigated the gate meeting.

funny you should mention mech figures, i work in the PO area and my DOM was qouting mech figures and i could see straight away they don't add up as one of the lowest on his sheet was one of the toughest deliverys in the office.

your wrong the ir framework has to be followed before executive action or industrial action can be considered . One of the requirements for the pec to endorse the industrial action ballot is a report from the divisional rep on whether the issue has been through the framework. There are occasions when management take executive action without going through the framework but it is not the norm. This sounds like they are using IWT/DPT, these are the tools they will use to measure BSI & AS YET UNAGREED RATES
