Why should government owned Royal Mail be delivering letters at less than cost for rival TNT .

As TNT reported a reduction in profits for the fifth successive quarter

the ailing giant is having its profits bolstered by
Royal Mail delivery of its letters at the discounted rates set by the regulator.
Isn't it enough that we are bailing out banks !
and to add insult to injury this struggling company is touted as a potential buyer.
