Royal Mail and Unite/CMA agree changes ahead of a consultative ballot

Royal Mail and Unite/CMA have had a number of discussions in recent days regarding alterations to the Delivering for the Future structure. Both parties have reached agreement on some broader issues, and at the request of Unite CMA, Royal Mail has agreed to reintroduce some changes that were originally offered in early April.

Unsociable Hours Payments

Royal Mail will maintain the unsociable hours payments. This will specifically mean that where Collection Customer Operations Managers (CCOMs) are required to work shifts they will receive the shift payment and not have a consolidation of pay.

Defined Areas

Royal Mail will maintain the current Defined Area payments as outlined in the current pay arrangements. This will mean changes to the proposed simplified definitions of National and London ranges. Transitional Lead Payment

To provide support to multi-managed units Royal Mail has proposed a one-off non-pensionable transitional IR Lead payment to include Person In Charge (PIC) covering the period up to the end of the first half of the 2022/23 financial year. This will not apply to managers whose pay is protected. Unite/CMA as part of their annual pay survey will give feedback on this as part of the September pay discussions.

Delivery COM locations

As part of the business commitment to addressing concerns about COM ratios, we will introduce a mixture of both additional Customer Operations Manager (COM) roles and conversion of some Customer Operations Support Manager (COSM) roles to COMs. This will result in around 75 additional COMs. The reduction in COSMs will provide additional opportunity for trainee managers to step up and provide cover during periods of annual leave.

Royal Mail has also given additional assurances around Managing the Surplus Framework (MTSF), the right to switch off and development reviews and performance.

In light of the changes within this agreement, updated contract letters reflecting new pay arrangements will be confirmed during June and backdated, where appropriate, to 23 May.

We understand Unite/CMA is now issuing a consultative ballot to members to seek feedback on the alterations. With the new structure due to deploy next week, it is important we reach certainty on these additional aspects of the plan.
