I'd be fine with it if he was reporting something informative, such as mail delay, but he's just being invasive to employee's privacy.

Yes he has the right to photograph from public space, however it should be ascertained if he has an invasive zoom lens on the camera, (which it looks like he has), you then start to fall foul of laws covering invasion of privacy. Such cases have been bought by celebs/Royals against photographers using long lenses and have won those cases and set a precedent.
