scaremonging or do they want a strike?

I think we can be almost certain this isn't a national change that is going to happen all at the same time. The finance directors are checking the figures such as PDA actuals so if they can see a saving such as a number of posties finishing early on a regular basis they will look to removing hours or whole duties from DOs.

I am not sure how the maths stack up.
An hour off the working week is about a 2.5% pay increase.
How that could be funded because we accepted 1% less last time (apparently) is a mystery to me.
his words clash, anyway, perhaps dingo/martin walsh or whoever can clarify. are we getting the extra hour off in October, or is it being rescinded/revoked/reneged?
Regarding the next hour of SWW being implemented I thought I read elsewhere on this forum that RM are demanding more hours out of DOs in return for the next hour of SWW. I can't remember where I saw it now.
A couple of ideas have been proposed by our union rep to remedy the situation in our DO. The first idea is to move our starting time back 24 minutes to the pre-SWW settings as posties won't stop coming in early and the mail is here early so there is work to do. Not sure if RM would regard this as taking the SWW off the end of the duty which is against RM policy but our rep thinks it will be alright.
The second idea regards the next hour of SWW. Mail volumes haven't significantly dropped, or maybe rather the work we have to do nowadays takes longer to complete. Therefore the second proposal is to pay everyone in the office an hour of SA each week to cover the duty time lost from losing another hour from the SWW. I guess both these ideas are subject to negotiation with a manager.

It was conditional.
Conditional on potential scenarios so vague and at the same time complex both parties will probably spend the next year arguing on whether the conditions have been met or whose fault it is they haven't.

I disagree with your assumption this is part of the pay deal as and will always be the very fact we are discussing this is conjecture it is a fact we will have a reduction in the working week on commencement on the 1/10/2019 it is written in stone or would they prefer a strike leading into Christmas I thought so!

Fairly sure I remember reading that it's dependent on savings so for it to happen a good few hours will have to be take out of offices

If its redundancy you would have to go through at least a 30 day consultation period and normally would ask for volunteers 1st, if they came to our office we would have a waiting list of people who would volunteer :Very Happy :Very Happy

and as posted previously, they are supposedly in a right flap over this, they are pushing the PDA actuals for their reason to cut hours.

To my mind there has to be a reduction somehow in how long the job takes for there to be another twelve minute reduction in the duty time we have to complete the job. I think we all can agree that even with a gradual reduction in letter volumes plus the big hit from the GDPR legislation we still have more than enough work to do. Our union rep has suggested we go down the route of all posties being paid an hour of SA per week to recover the time when/if the next hour of SWW is introduced.

I think Martin Walsh stated that RM want hours out of the budget in return for implementation of the next hour of SWW. Logically speaking this is not possible to do!

To quote Martin Walsh in a recent post;
EDIT;
"The other issues which is causing issues is that there is no agreement to the next hour off the working week which was due from October and it is very unlikely that the hour will be deployed in October as any agreement will probably lead to office revisions and this will take longer and no revisions will be deployed in the run up to Christmas."

The Four Pillars Agreement stated;
A further hour will be linked to the 2019 pay review as detailed in the pay section of this agreement.
12. Pay
(Edit)
A further reduction of 1 hour in the working week to be introduced from the 1st October 2019, the funding formula for the hour will include a joint evaluation of inflation as of the 1st April 2019, any implementation of changes from the trials, in sections 14 and 15 of this agreement, on-going efficiency, and other operational and technological changes). The shorter working week forum will review progress for plans to achieve the above objectives, ensuring they are on track and put corrective actions in place where not.
