I think the expectation is that with callrates restored to 2006 levels and a fully prepped frame on Monday morning, a minimum of two deliveries a week will be enough to clear 95-99% of them. After reading some of the training literature in my DO the current plan states that the mail that arrives in the sequenced trays at the frame is due that day no matter what it says on the letters, 1st, 2nd or anything else in the trays have to go out that day. Only the manual ips items are left according to either a core day(all mail) or combined (1st class + anything the mail centre has sent in a manual 1st class tray and sorted into the new pink ips frames)
The large letter mech sorted trays (and large letter buddy trays if you get them) will be either thrown in and delivered if a core day (all mail) or left in the tray at the frame if a combined day or a Saturday until the next day. (I am not sure if the large letter trays will be separated into 1st or 2nd class trays at the mail centre.)
D2D are supposed to be "warm called" only with the the combined duties also taking any that has a delivery that day. All D2d have to be completed by Friday as no D2D are due to be delivered on a Saturday by anyone. The final core day of the week has to clear all remaining D2D for that week.
I personally don't think that this will work as that means on a week where the core days are Tuesday and Thursday it will mean that Thursday will be a clear the D2D day. This would only work if the duties were made shorter to accommodate the increased call rates, may be that is why so many duties are being re-introduced at the trial sites!

I honestly can't see the money or time saving in not delivering the flats.
No wonder it doesn't work.

Not all MCs have got flat sorting machines. When manual letters and flats are either sent from MC to MC or MC to DO, 1C and 2C are sorted into separate frames and boxed up separately.
