I'm not sure where you get a list of mail centres in trouble? The delivery office list is available on the RM website.

It’s normal under the bottom of delivery offices I think, there were several on there the other day saying all mail hadn’t been processed.

On any given day if mail doesn't arrive by a certain time it'll be failed as there either won't be the time to process it before the final dispatches (wave 3 was axed a few years ago) or by the time the lorry arrives there's no bay free for it to pull into. If the lorry does make it onto a bay then once it's unloaded only specials will get processed
