Unlikely for that to be the case. Presuming they can make it work it will be the whole of mainland UK.
There are certain areas of the UK that are LAT exempt due to time and cost.
If the new parcel strategy is built on the LAT model then there will still be exceptions.
They will try to change the USO so those areas can be charged more for deliveries like other couriers do, get rid of the one price to anywhere for parcels

Have heard a similar story of someone doing 90 miles for 3 parcels spread out in the sticks, only 1 of them was home as well

Maybe the case in the highlands of Scotland. We're a deep rural. There are about five of our duties do more than 100 miles per day. We have 12 town walks and 30 rurals. We deliver to over 250 square miles with our furthest delivery point being about 38 miles from the office. Yet we are a LAT office delivering to two other offices also taking our coverage to about 400 square miles. None of those delivery points are exempt.

The DOM asked me to take out two parcels a couple of months ago. I did 91 miles and it took me two and a half hours. If we get more than 10-15 LATs we have to bring in more staff to do them.

I still dont see how sending postie 1 and 2 in van A, in a morning to do letters and small parcels, and then sending postie 3 in van B, down the same street a few hours later saves money?

Would it not make more financial sense to just leave us as we are but start delivery at midday instead?

I think in the long term Rico Black would like to remove RM from letter delivery and reduce pay & conditions to where the other courier firms are at the moment. Moving to a two tier workforce with two separated parcel delivery arms - Parcel force and the LAT hubs - is the first step in this process. They will make what us posties do uneconomic and look to sell us on or phase us out.
The views I express here are mine alone and do not represent the views of Royal Mail Group.

Its still arse about face, take the parcels off royal mail and give them all to parcelforce theres no need for two parcels companies within the same business.

I can't see OFCOM allowing RM to pull out of the letters market until there's a viable alternative company that could provide the USO

I see the city/big town areas being targeted most after these hubs are finished. Smaller offices to suit eg collapse an extra duty here or there. No chance of a 1 in 6 in every office. It's never a one size fits all. 5 years and Rico will be retired anyway so I don't really think he is planning beyond then. Just like the last ones didn't plan beyond they're tenure etc etc.

I think the plan is to bypass mail centres entirely with the large parcels and tracked apart from possibly breaking down 40 tonners into smaller trucks where DO access is an issue. Whether there would be any gain in walk sorting the large parcels is debatable, most likely an LAT duty will cover half a dozen duties in an area so it would be an area sort.
I don't think the packet sorting machines in MCs can handle large parcels anyway.

If a sleeve of Chinese/foreign is fed into a packet sorting machine, typically what % of the mail in that sleeve will get rejected by the machine?
In our MC 98-100% is rejected by the PSM. That was during the trial period and therefore since then all Chinese/Fgn sleeves are handled manually.
And no the PSM cannot handle large parcels above shoe box size.

Saw a mention once of a machine by Solystic which was specifically designed for handling Chinese/Foreign mail, though I can't find it on their website.

How will employees be chosen to do to parcels? Is the plan still for parcels to be done 11am-7pm shift?

Guess they will advertised then done on seniority, if they don’t get enough takers then who knows, have heard Relay are in trouble when they lose the British Gas contract in May so maybe they will get offered them rather than redundancy.
