You can guess the chaos of a 30 minute later start! They paniced by getting night staff to prep some walks, knowing it would mean us lot going out later if nothing was touched! Idiots.
If the night staff are already in then whats the problem? Sometimes night staff have down time where they haven’t got any work to do. Preping walks or doing some IPS is the norm for night staff at my office

Told him hats not happening as rounds already big enough.
Looks correct with the breaks. Could the DOM be using PDA actuals and has seen enough people returning early before their official finish time, giving scope for rounds to be made bigger?

It’s a difficult one as one round for example the duty holder comes back early everyday but if somebody else does it they come back late. We got a round or two that could be made bigger. We got about 500 new builds going up in the next year and he wants them ‘absorbed’ instead of a new duty being made.

With that example is the duty holder a "runner"?

Are all them new builds in one place? If they are, how many walks back on to the development?

There mostly in one place with 2 possible 3 rounds next to it. Then we got new builds popingn up dozen here and there on rurals.
That guy as an example doesn’t run (that I know of) but he’ s just a super fast walker with big strides and knows everybody so knows where to leave parcels.
Tbh manager needs to do his job better but that’s not up to me to tell him. For example today I will do two other people’s lapsing and book 40 mins for it, and I know for sure there will be at least two full timers back over an hour early. I’m surprised finance or someone isn’t clocking on to this, do the pda actuals not go up to them?

How the heck does that work?

Monday or Tuesday off: FT contracted hours reduced by 55mins
Saturday off: FT contracted hours reduced by 60mins
The fourth week: FT contracted hours reduced by 65mins... Somehow!?!

Full timers prep part timers duties.

Full timers come in 12 mins later, do 12 mins less work on part timers duty.

Part timers having the 'conversation' have an extra 12 mins to claim or leave.

Full timer comes in 12 minutes later and is 2.6% more efficient thus ensuring the same work is done in less time........
The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.

Actually, it seems the full timer is on a 4 day week, so comes in 15 mins later, leaves at least 20 mins work and gets out on time and finishes on time, doesn't need to claim or cut off.

Part timer has his performance questioned due to overtime claims.

Question the manager's competence via the rep and a grievance?

Can't see any DO having any half six starts within a year as with the way things are going all dispatches from MCs to DOs are likely to be pushed back by at least half an hour
