Not everybody enjoys the same set of financial circumstances & in addition, their financial circumstances may have changed from when they first joined the RM. There are people that want to be made up to 39 hours that can't & are instead stuck on something less. For a lot of people the alternative to just accepting their hours, is unemployment or accept a cut in hourly rate to go work elsewhere.

Working to rule is fine if we're talking about following rules, guidelines & protocols RM set out for whatever job within RM you're doing, cutting absolutely no corners. But in regards to working to rule in terms of only working your hours & no form of overtime, the only people making a sacrifice are those that happily will work it, predominantly part-time employees, there's quite a large portion of full-time employees who that won't effect in the slightest as they don't do overtime anyway.

Why? They may have had a crap contract doing care work, say 20 hours per week for minimum wage and moved to RM because it's more money. It doesn't mean they could actually live doing their other job without overtime there too.

Loads of employers now knowingly offer only 20 or so hour contracts knowing full well that they will generally need those concerned to do overtime but may occasionally not -
so it's a win-win for them because very few people will actually want that 20 hour contract, but it's all that's on offer.

Been on the dole recently have you? If a job comes up, you're basically told to apply for it, whether it will give you enough to live on or not. Result? Take a job with insufficient hours or lose your benefits.

The world outside RM is increasingly s**t if you're of working age. It's full of insecure, family-unfriendly jobs that pay as little as allowed and deliberately offer exploitative contracts. I'm sure you're not keen on RM wanting to enter that world, which RM clearly does want to do. But for Christ's sake look outside your bubble and consider that many part-timers in RM are desperate for hours above those they are contracted for and they haven't chosen 20 or 24 hour contracts, those contracts have been imposed on them.
