Yes but some foreign items from china, Australia and so on do not always have a signature required sticker on them, have had specials that have not required signatures, and tracked items that have had printed on them no signature, but required a signature when handed over, so the dot rules.

I scan anything with a barcode whether it looks like a special or not.

We had a meeting about this at our office, the managers said although we know it was attempted , the system is crap and it will register as a failure so we must not do it.

It's international items where the problem is. It doesn't say anywhere if a signature is needed. I haven't seen a 'signature required' sticker for ages. Obviously tracked usually say 'signature required' or whatever, and we know specials and recordeds need one. Both points for scanning will show on the audit trail on the track and trace. Not the one the customers see on the RM website, the complete audit trail on the RM Intranet. That will show the attempted delivery and p739 left before 1pm (the one that matters) and the follow up delivery after 1pm where it's signed for.
I know this because when I worked in the Enquiry Office (even as far back as 2008) I'd trace missing items frequently. The audit trails were often very complete and would show repeated delivery attempts over the course of sometimes weeks before finally being returned to sender and being signed for back at the returned address. Every time you scan something and log it as delivered or undelivered (no answer, no access etc) it's logged on the full audit trail.
So you can attempt a Special before 1pm then try it again after 1pm without fear of failing because the audit trail will showed you tried before 1pm first time round and that's all that matters.
