On a 7hr 48min day (39hr) it's difficult to see where a full-timer would get any more than 50 minutes to prep another frame.

Travelling time. 20 min
End of delivery tasks. 5 min
Meal relief. 40 min
Prepping their own frame entirely including D2D. 1 hour
Tiedown including redirections and kill offs. 20 min
Retrieving specials,PDAs and van keys from the locker. 3 min
Vehicle check. 5 min
Loading van. 5 min
Put some numbers next to those and you'll see that it's not always the full-timer's fault.
All that other time.

The full-timers in our office have even less time than what you've stated. Our total transit time to get to and from our walks is 40 minutes, not 20, plus about half of our vans are located in a car park that's 5 minutes walk away from the DO, plus it take about three to four minutes to drive back to load up because you have to go through a busy right turn and a set of traffic lights. Not to mention practically all of our van keys, PDAs and Specials in an office that employs about 250 people are distributed from one locker that only has two people in it

Also, when we get back at the end of the shift, we have to drive up to the DO and return any specials & undeliverables etc, then drive the van back down to the car park and walk back up to the office with the keys.
All things considered, full timers in our office probably have about 45 minutes less than your somewhat optimistic timetable.
