The fact that a national agreement is not adhered to is unfortunately the fault of the office rep through the weekly resource meeting and the national officers who all know the consequences of allowing a practice that undermines jobs.

In my office ... well Ghost overtime is still allowed and encouraged ( coz otherwise the OT does not get done)
Finishing before time is still allowed ( unless there is a crisis and then some will be sent out to do a road or packets)
Early starters are not pulled up ... and as the DOM said ' why should I change their behaviour... they give me free time'
Oh well.. People will never change .... until they don't have a job.

I'm working with a full timer this week and she keeps agreeing to lapse before i come in. The duties run over as it is so lapsing is usually a no go unless it is quiet.
I look like the bad guy having to chase up the manager and saying no to it. grr!
Worst part is she doesn't drive so can't go do it on her own since she said she'd do it.

We've been doing new methods/park and loop for nearly 6 years and in general, but not absolutely, HCT delivery staff are finishing up to an hour before time and going home, while some of the shared van duties are going up to an hour over on the same day. I think the point is job and finish only stopped on paper.
It suits management so they encourage it.
It suits some members especially in "militant" areas so the union turns a blind eye.
Given that situation it's not only stupid blaming the staff, it's also providing a place to hide for those responsible.

One may be inclined to think that the only way royal mail can make savings is by adding more loops on for those poor souls out on deliveries. What's it like for those who work in processing?? Do they get s*it on every week by managrs? do they still get a very generous shift allowance plus door to door payments ?(even though they don't actually deliver any)
On the face of it, shareholder value is the dumbest idea in the world.

No one gets a d2d suppliment, delivery staff get a delivery supplement which has nothing to do with the number of d2d items delivered by delivery staff.
