If they're finishing an hour early every day, the DOM is bound to add an hours worth of work the next time all the actual finish times get reviewed. If you cant drive, they cant give you a van and tell you to go to such and such office - so have to take you themselves
If you insist on starting at your time at your own office and finishing at your time at your own office, then its not worth their time sending you in the long run
If you tolerate this, then your paid break will be next

Forgetting all the nonsense about deliberately having an accident etc because that would be incredibly stupid if you voluntarily take yourself off driving without any medical reason and related evidence you would be at the mercy of Royal Mail as to where there was suitable work available.
If that meant the mail centre or another DO miles away it would be up to you to make your way there in your own time just as if you had voluntarily asked for a transfer.

To then add “an hours worth” of work and expect to finish bang on time… it doesn’t necessarily work out like that. Part of that is psychological- wheres one’s motivation to keep working at that pace when all it gets you is more work to do. Youre just going to want to slow down if anything.
But also physically- a 200 meter runner wont be able to do the 400 meters at the same pace. Likewise for us posties, the longer our deliveries, the slower the pace.
Its so easy to look at the numbers and discover these seemingly obvious ways to “increase productivity”, but as has been said on here many times, we are not robots.

It's a mailcentre thing.
As has been pointed out to SP many times you can't just add an hour's work to a duty based on an individual's performance or finishing time because the duty and the individual are two separate things.
You might send the guy out with more work if he keeps coming back early if there's work available but again that's the individual not the duty and as most managers are aware if that becomes a regular occurance the guy is just going to slow down unless he's really stupid.
