That is the worst advice possible and not very supportive either,

1. Man up indicates you think the person being bullied is weak, it's hardly going to instil them with confidence and get them to do what you suggest.
2. Don't you think most people that have been bullied, or are being bullied have contemplated doing what you suggest.
3. It seems to indicate you think only men are capable of bullying,
4. If you really wanted to offer valid advice, telling them to "man up" right at the beginning, and in such a manner, kind of ruins it.

The advice you gave, in some circumstances is probably valid, the way you gave it was insensitive and crass.
Man up comments? Does that mean I have to threaten the dom?

Strange how bullying is a big problem yet no questions on it in the my say, in my experience its swept under the carpet they do everything they can to make it difficult to go ahead with it even telling the victim they will be moved, unless your strong minded then the bully will get away with it.

To be fair "Most DOMs have been trained in bullying and harassment" doesn't necessarily mean the cobatting of but could mean the 'application of'.

The application of B&H can include semantics, deliberate misrepresentation, fake rage, fake ignorance, stonewalling etc etc etc

So yes, Most DOMs have been trained in bullying and harassment.

The question is whether the business has in the past encouraged those personality traits in its recruitment and advancement of managers or is it just a coincidence that so many managers seem to use exactly the same coercive and controlling playbook?

Is there a box on the managers application form that asks if you have ever suffered from malignant narcissist personality disorder?

I've been observing it for a long time via the lens of being educated in psychology and BSc (Hons) and have concluded that it appears to be not so much their own persona since its so widespread amongst various Mngmnt but with identical deployment which would be impossible in general populations.

It appears to be the 'professional persona' which suggests that its a result of top-down policy.

Bearing in mind that much of RM is now automated then policy is delivered via an impersonal, automated framework. Basically Mangement by algorithm (a process or set of rules to be followed in calculations or other problem-solving operations, especially by a computer).

This might explain the phenomenon and why trying to engage with them is similar to trying to engage with "computer says "no".

For some reason there is a national reluctance to have over running deliveries reported, as per the documents recommendations, after the delivery has gone out.

Reporting deliveries before going out is met with a wall of obfuscation and manipulation evrywhere, not just you and not just your manger or office so its suggestive of an RM management policy?

Ah, it seems the comments are at crossed purposes a bit.

Its not the type of openly vindictive or aggressive argy-bargy or hostile narrative type B&H that is being discussed, although to obfuscate the matter by deflecting away from management tactics to re-focus the discussion upon a different type of B&H is exactly one of the rhetorical tactics used by management in their shopfloor tactics namely deploying fallacy, sophistry and diversion with threats being alluded to if that fails.

Now its certain that most managers couldn't describe fallacious or sophist rhetoric (by virtue of not being particularly well educated) if their lives depended on it which means that these B&H management tactics are company policy and would not be seen as B&H by Royal Mails standards but as ordinary productivity procedures.

So, I'd wager that no RM manager has ever been dismissed or moved on for deploying fallacy, sophistry or conduct threats on the shopfloor to achieve productivity improvements....because its their job to deploy it and they're doing just that and in the manner that RM requires.

Lets not confuse the two types of B&H since to do so is to downplay the vicious insidiousness of each and to successfully quantify and qualify neither.
