This is one of the main reasons that the job is f....d. Why would any manager increase hours if they have turds coming in early. Maybe it's time to gently show them the errors of their ways and I'm absolutely not talking about bullying or threatening behaviour towards these workmates. Maybe they have to be home early for kids or looking after elderly relative or a million other reasons. But at least try to make them understand that they won't have a job to come to it they keep on with those practices. And it shows you the cunning of the management who pull you up for claiming 10 mins but are prepared to let others work free for several hours per week. And since most offices don't have nights anymore, who is letting these early birds in.

Of course he will let them do it. It all adds to the validity of lumping people with more work once they start using data from PDAs of early finishing. How do you know he starts at 4am?I’m talking 4am in the morning when official start time is 6.30
Why is your office even open at 4am?
What are your arrival times?
What does he do for 2 and a half hours?
Is the work he does part of the indoor work plan?
It's only of any concern if the work he's doing is not being resourced because he's doing it for free. What often happens in these situations is that the guys who should be doing it just abuse the situation and get lazy.
If an office has a decent rep all of the work gets paid for because everything has to be accounted for in the weekly resource meeting. The work that Bob the insomniac is doing will be allocated to someone, it's just that they'll be having a coffee break and an extra smoke while Bob does it.
s**t offices with s**t reps will get s**t on but....they will anyway whether Bob comes in at 4am or 10 am.

An old timer in our office has an adjustable wrench to remove a bolt in the fence,to get in before everyone else, before this he used to climb the gate. 40 plus years at RM. Mind boggles why

i'm also puzzled, if i went in at 4am and did 2hrs30 unpaid just doing my own duty i'd be worked up by 4.30am apart from monday doing the households for the week and just be grabbing odd letter/packet if the early ips crew are in on overtime,arnold cheshire wrote:What are they doing? also does this person work in a pair, this is giving the other guy a very easy day, or harder on knees if you cannot rule out lapsing for being out an hour earlier than planned every day,
obviously most DO's are run different in many ways but there isn't a chance that could happen in ours, maybe 1hr but no way 2hrs30
are your overtime sheets on public view? i'd check if they are actually also doing genuine ips too, which sounds more likely to me
