What happens is rather than lose their duties the faster, efficient and organised posties collectively s**t themselves and admitted that it's really nothing to do with being faster, efficient or organised but really more a case of running about like a headless chicken. They realise there's nothing to be gained by the chicken thing anymore and they start taking their breaks and acting like adults, working the hours they're paid to work..
That's what happened in my DO anyway, your DO might have too many children in the classroom.

Sounds like you’re possibly one of the jealous slower posties that worries too much about everybody else. Maybe stop worrying about others and concentrate on the job in hand and you might finish in good time.
Problem with this, if you're punishing runners are you gonna punish people who are just s**t? Or if you're absoutely useless are duties made small enough for that person to do? How's that fair?
People need to be careful what they wish for. Yes there are loons who break all the rules just to finish early, but there are plenty who are just incompetent and or lazy to.
You aren't punishing anyone by making them work their hours, try taking it to a tribunal, stand up in front of the panel and say with a straight face 'but I'm just faster guv, honest".

Yep, in fact the area manager here was so keen on lapsing more that he was the one who went through the PDA Actuals data. The DOM claimed not to know how to use it since that would flag up the runners - the docket kings out there till dinner time that keep us from failing every day.
Bottom line is DSMs couldn’t give a toss about this type of bickering - it’s about data driven targets. Translating that to real world will ultimately fall on DOMs.
Saying I’m fast and he’s slow will not stop it long term, unless we succumb to some PDA live performance monitoring system like Amazon use in their warehouses.
I mean, if the actuals prove it's entirely possible to complete a duty in the alloted time, yet somebody is constantly going over are they going to be santioned or banned from booking overtime? If you want action on these actuals, it's going to work both ways.

Exactly as it is. Because managers are not allowed to deliver they actually rely more on the runners doing the ghost overtime for the work to timers just so that the work gets done. It is a very tangled web being weaved that is steadily getting worse.
On the face of it, shareholder value is the dumbest idea in the world.
The heat is now on DOMs to justify all overtime using actual data, if you think after Rico's announcement of poor productivity and underperforming profits that isn't going to be ramped up you're kidding yourself.
If a DOM is asked why postie A is booking an hour while postie B is finished an hour early what are his/her options?
You can't make postie B go faster, there are no standards for outdoor work so unless he's sitting in a cafe for an hour the only option left open is to address the guy who's finishing an hour early. It doesn't matter whether you think it's fair or not, that's a pointless argument. It's simple a case of no other option. Even if postie B suddenly starts doing the job properly and finishes on time it's still a better outcome for the DOM because he'll get less grief from his boss for an overspend than he will for an overspend AND an underutilisation of paid hours.
