I think you can sort out on an individual office basis how to split up the hour so you could have it 12 minutes per day or put more on quieter days such as Tuesdays. We have it set at 6 minutes off sorting time & 6 minutes off initial delivery time. In actuality this just moves our official start time from 0612 to 0624 each day.
Everyone has different start times but where if their disagreement stick to start time and finish 12 minuets earlier they will soon come to agreement but at the end of the day it is better than the 5:00 PM for all as was their starting point in 2015!
If LAT really takes off as a product then 17:00 finishes in deliveries could well be a possibility eventually
Not even a remote possibility why did we win the last battle and that was the big one not pay or anything else it will not happen!

Not in our office. We knock 30 mins off end of Mon and 15 mins off end of Sat. Worked out between area cwu and the Dom.

If your local MC hasn't put your dispatches back yet, be prepared for them to do so at some point, probably by a minimum of 1/2 an hour
