Of course international "specials" don't have to be done by 1pm, I deliver plenty every day and I never go out of my way to do them early. You think the sender in Zambia bought the service "International to another country in 3-5days, but always before 1pm on which ever day it is"? No it's just a priority service.
This won't be a different for each office thing either, if it fails on the system it fails on the system, different regions don't have different software installed on the Royal Mail servers or anything.

Exactly right. It is a different product and service and has no time guarentee. Same as Specials on a Saturday unless they have the SG sticker. I think it all depends on how they're scanned in by the locker staff. I asked in our office and was told that the international ones are scanned in the same as the specials and so must be delivered before 1 p.m.

I write a code on my back-faced prompting letter to inform me of international specials (signed for at the cage) and a different code for standard international items that come in the general packet sacks.
When HCT users go to our cage, they can defer any RM (typically silver) Special Delivery items to the bag drop driver, if they feel they will not pass them directly on either side of the road by 1230.
HCT users cannot defer international items at our cage, because they have no time limit.
On a Saturday at our cage, any RM Special Delivery items for a HCT not marked with a yellow "SG" sticker, must be deferred to the bag drop driver if they feel they will not reach the address by 1230... So why are some people paying an extra fortune for the premium SG product? If only they knew what was going on!

We get international items from the cage, the same items come in the packet bags. The US ones for example, require no signature on delivery, we get handed those by the cage and we get loads everyday out of our bags. We think it is the MC's way of boosting their figures. Makes no sense to us. We don't worry about when we get there and never have, never been pulled for it yet. If it isn't a special we treat it as a signed for. The only items we go out of our way to deliver by 1pm is the RM special delivery item.

i had one today came out the locker, was asked if i could take it as it was for another walk, no probs, but i diid tell him that it said on the bottom "Royal mail do not scan or sign" all the way from China, it had come to the locker as a special, so had to be there he said by !pm, made me laugh, once again RM not making things clear, put the courier piece up someone! lol first time that's been useful

some International specials come up as not recognised.
Austrailian sign fors don't scan whilst others do and don't ask for a signature
Think RM haven't got a clue and make it up as they go along

Exactly the same in our office, we only make sure the RM SD's get done by either 0900 or 1300. Same for us, SD by 1pm are the only things that need to be delivered by 1pm - International ones aren't SD by 1pm so don't fail. Has anyone in deliveries emailed moya about:
1) If all non-Saturday Guaranteed SD items should be attempted unless their is a Saturday retention in place
2) If International specials need to be treated the same as RM 13:00 specials
