In situations like this to prevent failing the USO you're allowed to commandeer a member of the publics vehicle to complete your delivery.

Use a bus.. you'll be needing it with all those extra "small" packets you'll have to take out on delivery with you.
Also don't forget to hitch a HCT to the back of it for the lapsed delivery you've got to do on top of your own delivery!
