(1)(a) to the home or premises of every individual or other person in the United Kingdom, or
(b) to such identifiable points for the delivery of postal packets as OFCOM may approve.
(2) At least one delivery of other postal packets every Monday to Friday to the places within paragraph (1)(a) or (b).
(3) The references in this requirement to the delivery of letters or other postal packets include the delivery of packets posted outside the United Kingdom.

Very interesting zx135 :hmmmm

In our office we're constantly being told that all mail and 1/6th of d2d's due that day must be delivered that day to meet the USO.

On busy days or lapsing/absorbtion days (usually Mon/Tues) we are told if you cannot complete your duty (incl. your lapsing) leave your large parcels/packets and just take tracked, specials and items you think will fit through the letterbox. Some days we are ordered to take it all out (even though you know you won't complete) just so the DOM can say he has a clear office on conference call ;liar . and then "have words" with the staff that bring it back :crazy:

So when it comes to Weds, the duties that have left their large items have no chance to catch up :crazy: . Some of it is mopped up on O/T but that to me defeats the object.

Some official clarification on this would be most appreciated.

this seems to be all royal mail is bothered about. lapsing duties. we've been told that we will do it mon,tue,sat. then wed,thu,fri they expect you to work over. only quiet day i get is a tuesday. shove your lapsing up your arse is all i've got to say

The pay & mod agreement where this s**t comes from clearly states that lapsing/absorping should only be done if it does not interfere with QOS ie: cut offs!

Make a noise (not to the screws though) and get it stopped.

Recently an executive decision was made by the powers that be to extend the delivery of the three absorbed walks to the reduced hours Saturday treating the industrial relations framework with contempt.Cutting off is now going to be a reality for Saturdays

We've been lapsing every day in our office for the past 3 weeks and having to clear our walks, busy or not. What annoys me is because 7 walks are allocated for permanent lapsing, theres hardly any O/T for us part timers. And to add insult to injury, they are taking some more part timers on soon! Theres not enough work for the rest of us....... Job Centre here I come :confused

You will find packets upto 20kg are covered in the uso

The USO has nothing to do with leaving mail in the office, All that is required is that RM attempt to deliver to every house in the UK at least once a day six days a week. The Quality of Service requires that we meet their delivery time frames for first and second class mail ( I am not sure about the packetsthough)

The failure to deliver any mail should be reported so that the regulator/RM can keep a check on our performance. Large fines are handed out if the QofS falls below set limits so I am sure Moya/regultors would be interested in this issue if failures due to improper practices are being observed.

Not quite correct, as if on a busy thursday you are told to leave your packets and just take mail, then those addresses who had packets and had mail have not had a delivery attempt made to them on that day for the packets thus breaking the uso for those packets

hence why there have been several communications now to delivery offices telling doms that the streaming of mail is strictly forbidden

uso doesnt apply to packets so im led to believe
If you tolerate this, then your paid break will be next
