I think this thread illustrates exactly what has gone wrong with the revision process.
All of this science,all of this time and all of these resources and even if you tick all the boxes at the end of the day there is a better than even chance the duties will be unworkable and need revisited.
It took 12 months to get our revision off the ground and another 3 months to iron out the wrinkles and at the end of the day i still wasn't 100% happy with it.
I could have done the whole thing myself with a pencil,some blank paper and some decent music in the background in 3 months and probably made the savings they originally wanted...and never got.
I know the planners love the science,it makes them feel important,i'm not sure what some reps get out of it though.

Several points to consider:

Testing of the duty set is done during phase 5/6 and has built in reviews at weeks 4,8,12 in order to fix any problems. The planners should have provided a daily record sheet per duty that can be used to break down the daily activities and then used to compare against the tools (IWT,GEO,etc).

The PDA's are a real problem and your correct that any delays using them wouldn't have been planned for within the tools. Although I'm aware that OFCOM has been sending there own industrial engineers into mail centres/delivery units to take there own measurements.

Patrick these values are from standing at the door, so added to this value would be moving from DP to DP and roughly 8sec for delivery of mail.

As stated within various forums it would be a lot simpler for the planners to indicate the required hours needed to run the unit and then once agreed do a table top with good old pen and paper.
Ultimately this is all what the planners are doing within the tools without the knowledge of the staff who do it on a day to day basis.

At the WTL session today, the video included some office that 'fixed' issues of packets by giving people more time to answer...

I have the Pegasus parameters document that people may find useful.

This gives all above mentioned times and also gives times for delivering from vans etc.

Also remember that your road network maintance tool (within APLUS) must be correct and have the right speeds allocated to the roads, I:E 20MPH speed limits around schools,etc....
Georoute will reference from the APLUS road network tab and so if the speeds are not showing then the 30MPH default will be applied by the tools.

I would reckon a lot of peeps would miss out on that,i have loads of 20mph round my way.
