I think its clever,Most people who get parcels will know what a 739 looks like,So they will pick this up and read what it says,Good way to get your attention.
You do get a the odd person not reading and running after you with it,Pretty good idea if you ask me.

Another clever idea would be to put your advertising message in a little black and yellow plastic envelope and stick it on car windscreens.
Certainly gets their attention and imagine their relief when they realise they've NOT got a parking fine.
