You have absolutely zero chance of that in some offices, as vacant duties are never given to anyone. We had over a dozen vacant FT duties at one point, all filled with leave reserves or PT staff who had the walk prepped for them. We recently had a repick and to get a fixed FT duty you needed 12yrs minimum, although a few with 10yrs or so got a FT cover duty as they could drive. That meant some with 10/11 years who couldn't or wouldn't drive got nothing but leave reserve duties though.
Anyone with less than that didn't have a prayer of FT.
