You have to flag these areas up in the planning stage....it may be that you have to build in time to visit these spots separately using the van and a 5kg bag.
That is the kind of thing i'd be looking for.

These are the kind of problems that can be ironed out during the 6 week post revision phase.
You have to be straight though...if you get to a point that can't be delivered without leaving the trolley out of sight...don't deliver it,bring it back and flag it up as a problem.
Still better to sort them out first though.
I think the Mails Integrity Security rules state that as long as you take specials in with you and lock the trolley to lamp post you can leave HCT out of sight for 10 mins. Depending on Security Classification of your area.
hmm, having just read fishtanks linked post - I'd say I shouldn't have a trolley at all. The picture of the tenements at the bottom is very very similar to where I deliver - however, think more Rab C...

mostly tenements - I'd say it's all just tenements. There are some business premises on the lower floor of some of them, but no getting away from the fact it's all tenements. Like, around 100 of them. All 3 up with the exception of one, it's 4 up.
I've read the fatigue thing before - it's when I started trying out only carrying 5kg. With the d2d this week, that worked out at 4 tenements + mail. So for one street, five trips to the drop box to replenish bag - and when you've only got one drop box covering the entire walk, you can imagine how much can be crammed into the tardis, sorry, box - it doesn't enable me to break down the bags as much as I need. So the solution for the week - moving drop box, also know as the HCT.
Just been told today,that Light Weight Trolley will be used on deliveries with tenements,and yes i know what your
thinking-security? well the answer is it will just be left outside in the street.!
We were wanting 5kg loops so the AR had a meeting with top Royal Mail Gestapo yesterday,the dom
told me outcome today but my AR was off so will wait to hear what he says before going totally postal.

The DOM obviously has more faces than the town clock but he seemed as bemused as everyone else today and he never
went into depth, just that as things stand we will be using the LWT on the stairs dutys,hopefully AR has went to the Div or
Gibson who are busy doing what?
regarding above,AR said DOM left in the middle of the meeting when head planner was on insisting on lwt on
tenement duties,AR says we now back to 5kg bags but plotting the loops seems to be a sticking point.blah blah blah
talking of flats nobody has mentioned the ones with time locks on and you have to keep pressing buttons till you can find someone to let you in all very time consuming.
I'll point out then all of the tenement flats have access systems on them - fine during the summer, but during winter, nearly half of my walk I have to stand and buzz to be let in. Add to this the issue of the heavy duty security doors that all open outwards - when the wind is blowing it's sometimes nearly impossible to open some of them. Mind you, the advantage to this is that whenever I open a door I automatically assume it's a heavy security door - so you can imagine how many times I've smacked walls because I've not realised my own strength!
