I suppose a FT or even a PT can do it under the new system, if its in workload. After all nothing is ruled out and delivery spans are enablers, then as long as the time taken to prep is included in the duty of whoever is delegated to do it, then anyone can.
A 20hr P/T member could find themselves only working two 10hr shifts in which case they will prep everything.....and do IPS.
