The 2 billion is probably to cover the pension deficit, of course crozier has taken about a 3rd of that to cover his pension.
The pension black hole is about £10billion (or at least that's what they say it'll be at the next review) and the money would go straight to the government so that they can pay bonuses to more bankers .
