well well.. after doing a bit of investigating and sifting through emails, i have discovered thus. there are conflicting bits of information floating around, but nothing that is definitive. too many variations, and different wordings in different parts.
email sent to me just says to send the cds back to the seller. no mention of recorded delivery or whatever. just proof of postage.
After carefully reviewing your case, we've determined that you'll be
eligible for a refund (including postage and packing) once you've returned
the merchandise to the seller.
Once you have returned the merchandise, you will be covered under PayPal
Buyer Protection and eligible to receive a full refund.
nine days later, regarding a dispute regarding the other seller who described the cd i bought as new when it was actually krap, thsi is what paypal emailed me:
PayPal requires you to use a postal service that provides trackable proof
of delivery. This includes postal services like Royal Mail Recorded
Delivery.Once you have returned the item, please log in to your PayPal
account within 10 calendar days of receipt of this email and provide
tracking information that can be verified online.
PayPal strongly recommends using a postal service that provides online
tracking.
different emails, one without instruction and the latter with proper instructions. however, when paypal say to use trackable such as recorded delivery. post office told me RD is not online trackable. RD is only trackable when it is signed for. if a recipient doesn't bother answering the door or is out etc, then the packet goes back to the m.o and is trackable while it is laying idle waiting for it to be picked up. and paypal say refunds can only be granted when the reurned package has been received.. so a package that hasnt been received, even though it's been attempted to be delivered lays on a shelf, no money can be refunded. online tracking can only be paid out when it has been signed for.. RD is partial recorded. next day delivery is trackable 100% in theory, costing over a fiver. but be in same boat, a refund can only be issued when it is signed for
