That's exactly the same as me, although I've been on the same delivery for 5 years now, and while the round isn't the best, I know it inside out, so it's quite easy to get thrown off and out on time. I can even (usually) complete my delivery without going over, depending if my driver gets my bags out on time, which he usually does.
I think that if RM want a duty covered by a part-timer, then the part timer should be on that duty only. It is only common sense, and this is where RM let themselves down, that with experience the duty holder gets quicker and more efficient, would claim less over-time and is less likely to quit after a few months.

I suppose as time goes on there may well be an increase in full time contracts, when the content of the work changes but it will mean an increased delivery span, later starts and collections at the end of the delivery and of course fewer jobs - but I wouldn't think that is any time soon.

Royal Mail doesn't have enough full time work for people who want them or full time walk of their own. If I want a want of mine own I will need to do 34 or 28 hours. Some days like today I struggle due to huge amount of posts. It is hard to pick up speed when you change walk every weeks. I am ok when it is not bad/quiet day. But when there is massive amount of post it is not easy job to cope. I refuse to apply for 34 hours until I get a buy down.
