I don't know if it's happened elsewhere but we were due to start the ODM in mid September and although there are vacancies at the moment they aren't being filled as we are at the level of staffing required for the ODM.

Yes we’ve had about five leave this year and only one new recruit.

Could be no letters delivered on a Tuesday unless after a bank holiday? No letters apart from 1st class stamp on Saturdays?.

Tuesdays will be just ONE of the days they will look at to be 1C and packets only - but it won’t just be that day as it would lead to a huge number of people getting that same day off - just my view.
More likely to be Tuesday, Thursday and Saturday.
