Now I know how bad it has to be to appear on the list. It disproves my hypothetical, but not by very much.

So at, say, an office average of 25% there could be a 100% failure of any duty to exit the door and the unit would limbo under the stick despite the service being patently broken because 75% of addresses did not have anything. It's logical but also absurd.

The criteria to end up on the s**t list is indeed extremely lenient. You have to be proper s**t to end up on it. That being said, the offices that are probably leading the company KPI tables are probably the ones that fail 29% daily. Because they're the ones that are best utilizing the resources. As long as the tracked are done of course, all hail the RM tracked parcels.
