PDA actuals can’t tell if you are out doing your own walk or overtime. I could take my own duty out plus my overtime. Finish on my time but get paid my overtime (ghost) as well. The PDAs will show me coming back “on time”

You honestly think they are going to go into all that for everybody? You are in dream land. All they are interested in is what time the PDA comes back through the door. Even with that there is very little that they can do. By just looking at what time people are getting back you are correct, however, if you think this is the only thing they have access to then I believe you are mistaken. Currently it requires some investigation effort into each round in order to see exactly what is being done by who. They wouldn’t know if you were actually getting paid overtime or just doing it to take you to your time
They will look at your PDA actuals, what has been logged. They know where you deliver as it's on the sequencing plan; where you start, your route and where you finish. The PDA actuals also can tell if you went off route and flags this as being inefficient.
They will soon be introducing a digital clocking in system to DOs which will remove any chance of ghosting hours. They are also currently updating the platform on the current PDAs which they are looking to launch later in the year in order to enhance their performance in terms of data generation. Part of this update is the requirement to use round specific barcodes in order to utilise the new inflight delivery enhancements; from customer requests to hazard logging and you guessed it more accurate PDA actual data. You will not be able to log in with made up codes which will provide them with your route plan in detail in the background.
These updates will cut the time taken to investigate any fraudulent claims of overtime and any deals made with management to cover workload. It will just be a thing of the past. Times have changed and are changing further. RM are remodeling the business and remodeling the way in which we deliver. There is no escape from these changes, I personally think people have got to ditch the old ways of thinking and do the job properly. Get into the right gear before the hill if you get my drift, you'll soon see all the ghost runners pulling a Paula Radcliffe whilst the smart walkers are stopping for a sarnie.

Who is going to do all the failed deliveries then? The place only survives with overtime and ghostiong at that. They will never stop that. As for clocking in and out, also won’t happen. I'm not sure how that's going to be a rude awakening since it's been happening annually for the past 20 years. PDA data doesn't change that, they base their savings plans on items per gross work hours and projected traffic decline.There's going to be a lot of DO staff in for a rude awakening when higher up look to take a s**t load of hours out of DOs and the DOMs have to make many walks longer as a result
The biggest threats to DOs ( and mailcentres) at the moment are indoor inefficiency and parcel separation.

Of course overtime will still exist and you'll still have that choice but not before your contracted finishing time. There wont be any failed deliveries with regards ghosting. If RM currently pay 10 hrs to Dave who only actually works 8. RM will now only pay Dave 8 hrs to do the same amount of work as Dave has proven that he can do it. Dave comes in for his 8 hr shift which has absorbed an extra 2 hrs work because he forgot to work smart. He dragged his heels passed the clock in machine feeling so sorry for himself, forgetting to swipe.... The following weeks pay slip turns up. Turns out as he forgot to clock in, he only got paid for the outdoor work he performed as the only proof of payment was that of his PDA actual. Bob does 10 hours work in 8 hrs so Royal Mail are only going to pay him 8 hrs?
The important thing is that Bob does 10 hrs worth of work and is paid 10 hrs.
The question is as always in this business how do you measure 10 hrs work?
That's a manager's job.
Bob has the right to refuse the overtime if he doesn't like the deal.
More importantly what do you think they should do with someone who does 8 hrs work in 10 hours?

The most you sometimes see is staff getting back 15 mins early then taking out maybe 50 mins work for around 1hr OT.
5 years ago there was some, 10 years ago there was quite a lot.
Don't you think it could happen to your office?
