Everyone is responsible for making things work. Just delaying the work out of sheer ignorance is not going to change anything.
Everyone is not responsible for making things work. Management are paid obscene salaries and bonuses to make things work. The postmen and women are to do as instructed.

What normally happens when somebody starts complaining about how the depot is operating or something isn't working or the gross incompetence we endure is that they get a target on their back. That means more scrutiny and harassment by management and taken through the conduct process for minor infringements.

Workers have no investment in making these plans work.
MCs don't send out mixed trays and have not done for months now. 1C and 2C go right through the system in separate trays. The only way they can be getting mixed up is if your DO is mixing them up.
At my office tracked, 1st class and 2nd class arrive in the same trays nearly every day so this isn't true. Why are you so absolute about everything? You act as if the mail centres are ran perfectly and all procedures, processes and policy is followed. We all know that isn't the case. There is as much incompetence in a mail centre as there is in the depots. There is also as much deception and self interest in mail centres as depots where management will do whatever they can to get things out. Even if this means items aren't sorted in the way they should be to quicken the process up.

Like I say 1st class and 2nd class does not always come separate. It comes combined. Not every tray but many of them. In addition to this they also have tracked in them which are not separated. This is how it comes off the lorry, not what people in the depot are doing with it.

how the system works
That, right there, is the fatal flaw in your weltanschauung

I appreciate your radically different perspective on the operation, but your world is dominated by machines and organised inputs and outputs. We're down here in a big mess of an organic world, workload oozing all over the place where nothing has any fixed boundaries and no rule goes five minutes without being thrown out the window. And that's before the (mis-)sorting begins.
The machine stops.

Systems, processes, rules, policies, procedures.

Has he never seen a group of managers frantically scanning the latest parcels not to be delivered as inaccessible or even more deceptively as delivered?

Has he never seen managers hiding 1st class and parcels in remote offices/ unused storerooms?

Has he never seen the instruction when anybody remotely important is coming into the office that everything is to be taken on delivery. Duties that aren't even yours and haven't been delivered for days put into the back of a vehicle for a ride with no intention of it being delivered. You act as a removal service with the caveat that you bring it all back!

IS he aware that all the work time learning videos/ meetings that we are are meant to have had and seen for most people are in single digits over the latest years despite it being signed off we have had one weekly/fortnightly?

Are you aware of all the door to doors piled under peoples frames and scattered all over the depot from months ago with expired promotion deals, vouchers and bygone dates?

Lets stop with this fantasy land where the mail centre process seamlessly and then the delivery depot posties aren't following process. We are short staffed all year surrounded by gross management incompetence and deception. Frankly, most have given up.

Everyone absolutely is responsible for making things work or raising concerns. It's an contractual obligation.

There is no need to dig through trays looking for 1st class.
You are missing the point entirely. Thanks for your morning routine. I think most people understand how to prep in the morning, it was specifically Saturday that people were confused as to what they should be doing in the morning.

First class is not reliably put in the 1st class frame at our depot, neither is mail accurately placed in the correct pigeon hole for the correct duty. This means you have no choice but to take all the mail from the IPS and filter through it yourself or as you say dig through it on a Saturday. If you didn't you would fail to have all your first class.
Any mail in the non-core IPS stays where it is until the next day. The sorting and segregation for the core work should be correct. As long as the core workload is prepped that's all you have to do. There is no time value for checking. Checking the sorting is not part of the prep plan.
All our 1c & 2c is sorted into the same IPS frame, we don't have any options but to sort though it on a Saturday but that only takes minutes, there's no way we've got time to sort through and the mail trays from the MC for 2c mail which potential already as a 1c or Tracked item on a Saturday.
You should be sorting 1C and 2C into separate IPS frames, that's the whole point of MCs sending 1C and 2C manual letters and flats in separate trays.
The reality is they DON'T get sent in separate trays!
They DO get sent in separate trays and have been for months now. There's 1C flats, 2C flats, 1C manual letters and 2C manual letters. Each one of them is sent in a separate tray. If it's a plain white label it's 1C, if the white label is green stripes on it, it's 2C.
As I said 'reality'.

Have you even bothered to raise any concerns? If you don't nothing will change, it's down to YOU to do something about it.

This has been happening in depots across the country atleast since Covid.

The system that you talk about. This is the system. It is not behaviour that originates at local level, it is actions that are instructed from top down. It is a fully engrained part of the system.

Just like fines by Ofcom are preferable and more profitable than recruiting more staff. This is what lies behind the curtain.

From experience, raising concerns at RM are often as effective as the workplace survey. Its exists to make RM feel like they are listening to their employees but whether they actually do anything about it is another matter completely.

The first class manual trays do arrive in my D.O. with second class and DSA mail too, technically the first class manual trays should be viewed as due mail, the algorithms have identified whatever is in the manual tray as due no matter what it is (just like the mech trays) and should be sorted into the pink 1st class IPS frame and delivered that day which is what happens.

We were getting tracked letters in the trays at first too ( both first and second manual trays) but after highlighting this with the COM and it being flagged as incorrect we now receive trays of tracked manual letters. The DM26 changes come as they should and get sorted as they should too. What individual posties do however isn't always to spec once they have collected their mail from the IPS frames.

I'm still miffed as to why we still receive roughly a York full of parcels and sometimes trays of mail that aren't even for our depot but for other offices in the country. The fact that they arrive mixed in with our offices parcels suggests some sort of upstream issue.

We don't need to flag this one up as it's a daily occurrence that the managers can see with their own eyes.

If the york header is purple and white, then it has been sorted in one of the superhubs. Processing in MCs don't touch the direct yorks, they get wheeled off the artic and to the relevant bay.
