Royal Mail told the BBC it only prioritised parcels when it was necessary to do so in order to clear bulky items from sorting offices for health and safety reasons. It said it was normal for people to receive a number of items at the same time, creating a perception of so-called "batching".

We all know the mail centre machines don’t release mail unless there’s a 1st class item so while a delivery office may be clear (unlikely) mail is still being wilfully delayed (gross misconduct btw)

That is the service the customer is paying for.
It isn't wilful delay and it isn't gross misconduct.
The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.

OK, so that implies the converse theoretically happens: that some days packet volumes are low enough or the dimensions of the packets are diminutive enough that you are instructed to leave them and focus on clearing the duty. Were that true I think we'd be hearing sustained complaints about 'not attempted' scans, for I suspect there are no scenarios in which Tracked® would ever be allowed to voluntarily linger in the office.
