To be honest - I don't know, but it at least causes them an inconvenience.

Yes if it’s affecting you
But make sure you are prepared
Have specific evidence, dates, examples
And make it about you, not others
Too many people go in and say “he does it all the time” or “he’s always like that” etc
You have to back up what you’re saying, otherwise the manager will get away with it

Though having had 2 grievances justified against the same manager, and despite at least 7 others from 3-4 different offices having their’s justified against him, he’s still in various management roles in the same offices !!

A grievance should not be a hassle. You've put up a number of posts that suggest that you are questioning the status quo. Have you talked to your employer about your concerns?
