HCT procedure following P&L Revison

As some of you may know, all walks are supposed to be assigned a security level (low, medium, high), which according to official RM policy allow a limited amount of time that a "High Capacity Trolley" can be left locked to an immobile object without the need to empty the trolley of all its contents. (See attachment, bit of an eye opener if you have not read it before!)

During and following your depot Park and loop revision, where walks within 1 mile of the depot are normally assigned a HCT instead of a van and two Light Weight Trolleys, what was done to address the above security issue when a walk had a complex that would take longer than the HCT should be left locked and still have contents inside it?

For example, my current walk has a block of flats that will exceed the security timeframe most days (5 minutes as in higher risk area), because of the number of delivery points inside and the number of attendance calls typically done to deliver items that will not fit through letterboxes. Even if this block was delivered to as late as efficiently possible, there would still be the high chance of an issue, as the weight/volume of emptying the HCT contents would exceed the capacity of a pouch.

This security issue should be getting some serious thought during the planning phase pre-revision, as pretty much every walk in a section has at least one complex that will mean the HCT will will unattended (but locked) for longer than five minutes. It was flagged with the planners, but whether anything is done, only time will tell.

The only two solutions that jump to mind for such complexes that comply properly with RM's own security protocol are:-
Automatically give all attendance call packets of any sort to a van driver, if this means all letters can be delivered in time.
If the complex is still too big to complete with just letter deliveries, a van duty (or several) should be created to literally cover all mail (letters and packets) for such complexes.

Having said all this, most HCT users in our section know nothing about this protocol at all and currently lock up their HCT to do loops of upto 40 minutes, to make their walks work and finish on time (rather than in reality being ~100-150 delivery points too big if the HCT is pushed round the whole walk, keeping the mail safer and taking weight off the shoulder)!

had the brakes levers and cables stripped from my HCT last year TWICE !!
kids were nicking them for go carts apparantly

I've only used a HCT on three occasions. But when I was doing the "training" (HA) the guy I was with basically used it as a very convienient pouch box, tying up the HCT at the end of a road, loading up a pouch and doing the road. I thought this was just how it was meant to work, but apparently not..? Surely its safter anyway being locked up than being unsecured as you go up pathways with bundle in hand as you push the HCT along the pavement?
