no compulsory use of trolley

Really need clatification from someone in the know if someone can get it in black and white id be appreciate it.

We have been battling this for weeks now, trying to use the trolleys full time (unless just one bundle in the hand), this is making the revision fail though, no probs.

However we have been told today by someone high up, that trolleys were never supposed to be the hinderance they are turning out to be, and that you can use bags up to the national weight limit. Of course this sort of bs coming from lino or dom is not new but to come from high up is . From Monday the use of bags is to be the system of work, this just dosent seem right.

If you have done a revision :

A mile radius for trolleys

over that then Shared vans.

OK if that is what they are saying then why have they paid s**t loads for new smaller pouches?

Page 22 of BT2010 says and I quote
Delivery Methods

Royal Mail is making a large investment in new Delivery Methods. This creates an operational solution to secure growth in the market. It will also improve efficiency through reduced reliance on dedicated delivery support duties/activities (acceleration, replenishment and some packet/bulk deliveries).
This new investment is welcomed by Royal Mail and CWU – and represents a significant step forward in delivery. It underpins a number of long standing joint objectives, all of which form an integral part of Delivery Methods revisions:

Improving safety in delivery.

Improving customer service.

Reducing the impact of weight on delivery.

Providing capability and capacity on delivery routes for future packet growth.

Providing modern and fit for purpose equipment for delivery people.
The Delivery Methods/equipment that currently fit into this category is:

Lightweight Trolley (LWT)

High Capacity Trolley (HCT)

Electric High Capacity Trolley (EHCT)

Motor Vehicles (CDV *,Panel Vans, Compact etc)

Delivery pouch

Cycles
The CWU will be fully involved in the development of all Delivery Methods equipment including SSOW prior to introduction into the operation. All Delivery Methods equipment will support the objectives of working safely, reducing fatigue and removing where possible weight off the shoulder. The overriding objective is to facilitate a safe, fair, manageable and productive workload.

The introduction of new delivery methods equipment will follow the agreed delivery revisions process and will need to take account of D2D.

Once assigned the use of equipment specified for the route will be mandatory.

Specific issues such as DDA cases will be examined and accommodated in line with relevant legislation.

Management have now heard that the only people who can complete their P&L deliveries in the time are the ones who put bags on their backs and run round thats why :crazy:

Sometimes people have to learn the hard way. I have thousands,(and I mean thousands),of back and shoulder issues throughout our area. Most of them are members under 30. I have arranged DWP assessments and occupational health assessments with the majority over the 14% threshold,(DDA),they will be receiving disability benefit now. Countless Ill Health retirement appeals. I have not the "bottle" to tell these members that their backs/shoulders WILL effect them for the rest of their lives. The cause? Yep! Weight on shoulders,(and carrying over weight bags).

It also should noted that the revisions under Park and Loop have been worked out with the use of trolleys...

once you have had a full Park and Loop revision in your Office, the use of the trolleys is the only way you can deliver unless its deemed an unsafe area for the security of the mail or its delivering to flats or you have to go in buildings ie a shopping town walk. THATS IT! NO other use of pouches is allowed! ;liar

yes, but it says reducing the impact of weight on delivery. This is where they are saying its fine. If each loop is 45 mins and so the maximum they are going to carry in a pouch is under say 11kg then that is a reduction in weight.

They say if there is no more than that a bag can be carried on the shoulder as it should be when delivering to any flatts or any other situation when the trolley would be out of sight.

This was a pretty experienced table i sat with and they all agreed this was the way and that common sense was DEFINATELY the way it was designed to be. I have to add both me and my area rep have mentioned this to his (area rep) higher number and he was told the same.

I know of no walk in my office where a 45 minute section would be under 11kg - they would be all over. IIRC flats and areas where there are predominatly steps, or on steep terrain then the weight limit is 5kg - now that would be a reduction in weight. Another argument is that if they say that 11kg is reducing the weight on the shoulder, ask them how because the weight matrix prior to CDVs shows a limit of 11kg for some pouches - how can they be reducing the weight on the shoulder when they say the lowest limit is the same. :crazy: :crazy: :crazy:

Sorry the 11k was just an example, i mentioned the 5kg weight limit as a max at trhe meeting but i was the only one that admitted to hearing of this.

In a nut shell, yes, the revision isnt working and they've decided that 2010 agreement dosentr actually go into enough detail to say that a trolley has to be used on residential areas - this is the way they are going to force it to work and i dont know how to stop that.

I know the agreement says equipment assigned is mandatory but they are saying that a pouch is the equipment assigned for this weigh as in flatts . Our loops are 35 mins - 45mins and they are carrying one bundle in hand and 1 or two bundles extra which they say i am being ridiculously obstructive to insist that they use a trolley for this. Yes i know later in the year will vbe a different issue, but if they get used to this now, that is a battle lost and they will never use a trolley.

They say "common sense approach" (hate that phrase now) must be observed, they do have a point but they also dont.
