Nationally Agreed Post Implementation Review Process (PIR)

Further to LTB 300/13 covering the "Royal Mail and CWU National Joint Statement Completing BT2010 Transformation in Delivery" that contains reference to a new jointly agreed Post Implementation Review process (PIR), this LTB is intended to explain the new PIR Process.

Following agreement with Royal Mail regarding the use of Price Waterhouse Cooper (PWC) in offices where previously introduced revisions were not working, the department entered into national discussions designed to improve and provide more detail around the Post Implementation Review (PIR) process, which is the 6th phase of the agreed revision process contained in the BT2010 agreement.

Part of the reasoning behind this was due to the fact that there had only been around 117 PIR's completed out of all the revisions carried out since the BT2010 Agreement had been deployed. Both parties accepted that the phase 6 PIR was an integral and important part of the revision process designed to identify and iron out any problems and ensure the revision deployed would actually work and basically lined up with what had been agreed at phase 4.

There was also an acceptance that the national agreement did not provide enough detail around the PIR process and that for it to be used on a consistent basis it would require some attention to detail in order to provide confidence in the process being used. The attached process is the culmination of those discussions, agreed with Royal Mail.

The key aspects of the new agreed PIR process are as follows:

From the revision go live date a 'Daily Monitor' sheet will be completed by the DOM in conjunction with the Local CWU Rep every day for four weeks. This is intended to capture all issues / problems arising from the revision and allows for them to be rectified at the time.
At 4 weeks from the go live date a meeting will take place between the CWU Area Rep, DSM, Local CWU Rep and DOM, as well as any other necessary/required participants. The purpose of this meeting is to review the Daily Monitor sheets and address any issues that have not been rectified to date. This will culminate in an action plan to make sure that all outstanding issues are dealt with.



At 8 weeks from the go live date a further meeting will take place between the CWU Area Rep, DSM, Local CWU Rep and DOM, as well as any other necessary/required participants. The purpose of this meeting will be to review the previous action plan and also review the Daily Monitor sheets for weeks 5-8, if necessary a further action plan will be put in place.

At 12 weeks the revision is scheduled to be signed off by the relevant parties, which will now include a CWU Divisional Representative. If at this stage the revision is still not working not only will it not be signed off by the CWU, but it will require all outstanding issues being addressed before sign off can take place.

At all 3 stages above a PIR Questionnaire will also be completed by all participants. This will use a traffic light system to identify/highlight outstanding issues. The intention being that you do not complete until all traffic lights are green.

The above process has already been trialled in some Delivery Offices and whilst the feedback was extremely positive, it must be emphasised that the PIR process will only work if both parties actively engage in a positive way and ensure that the documentation is completed and acted upon when issues are identified.

The new agreed process will remain under joint review to make sure that PIR's are being undertaken, that they are being carried out in line with the above and that they are being signed off by CWU Divisional Representatives.

When a revision is signed off does it mean that the CWU accept that all the jobs can be done in the duty time with no need for overtime?

If that is the case hardly any of our jobs would qualify. Where do we stand afterwards when we cant achieve all the jobs - well the early start flyers might do but not us mere mortals!

No.
What it should mean is that if the traffic is on or below the agreed model week all the jobs can be done in the duty time but if it is above this level an agreed and manageable flexing up contingency plan should be in place.

In reality I'm afraid that a great deal of revisions have not addressed the issue of what happens when traffic is above model week and this has led to bullying and harassment in some offices and many failed revisions.
There was very little guidance for reps on how to deal with the "flexing up" scenario...there still isn't.

And given the growth (and death) of the parcels since the first revisions went in, it would be a miracle if any were working.

And unfortunately what none of this really addresses is the lack of trust which inevitably follows a failing revision.
The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.
