I wouldn't give Terry all the credit, I think Robert Maxwell was the first to come up with the idea of raiding employees retirement income.

What we've ended up with bears no resemblance to the WniRS pension proposed by the CWU, one was a guaranteed wage in retirement with the employer and employees sharing the investment risk and employer liability towards the protection of accrued assets and PPF coverage, the other is a shot in the dark casino style gamble with no risk or liability to the employer and no fall back position. Still if everyone crosses their fingers and toes, kisses the blarney stone and avoids walking under a ladder depending on the stock market, Brexit, no trade wars or other mishaps we may be able to eat in old age.

Our union rep is convinced this is a great deal. I'm almost sorry I will be long retired by the time he draws his pension. I'm nearly 51 and intend to go at 60. Being 45, he has some years to go, not having much in the NRA60 pension, going early is almost impossible for him. He is convinced it will be a wage in retirement, yet confesses that his knowledge of pensions is almost zero. :arrrghhh

So original Hilary Salt alternative to RM is deemed to be unacceptable. Then up pops CDC alternative (backed by Henry Tapper also of First Actuarial) presented to RM by Hilary Salt. Terry and Moya saw a route out of the Pensions dilemma and ran with it. Job done for them. Yet, we live with the consequences of their actions.
