Agreement between Royal Mail Fleet and CWU on implementation of the first hour of the Shorter Working Week
As reported in LTB427/2019, following rejection of the Appendix A draft Agreement, discussions have taken place with RM Fleet to obtain flow through of the 1st April 2019 2% pay increase to reserve rights allowances and implementation of the first hour reduction in working time.
As previously reported flow through was agreed and implemented in July, backdated to 1st April. Discussions have now concluded on the implementation of the one hour reduction in working time and the attached draft Agreement has been agreed by the Postal Executive.
The one hour reduction will be effective from 1st September of this year, deployed on the basis of a 12 minute later start time for every shift, with the following caveats:
In workshops that work less than 5 days per week a calculation will be made to take an equal amount of time off each shift, for example the reduction for a nine day fortnight will be 13 minutes on 8 days with a balance of 16 minutes on the 9th day.
For those workshops that have no overlap between shifts a solution should be agreed locally to ensure current practice between shifts remains.
As night shift rotas are not standard across the workshop network a solution should be agreed locally to reduce the one hour evenly across the working week.
The one hour reduction is linked to initiatives which have already been agreed to embed the new inspection and servicing criteria and to expand the standard times agreement to include jobs which currently have an estimated time. Standard times performance targetry will be reviewed at a future date to be agreed.
In recognition of the delay in implementing the reduction in working time which in other functions took place on 1st October 2018 it has been agreed that all CWU represented Motor Transport Grades will receive:
2 days additional leave in the current leave year, one of which must be taken on either the 27th, 30th or 31st December 2019. For staff that already have holidays booked during this period a day’s leave will be credited back in PSP.
2 days additional annual leave in the 20/21 leave year, one of which must be taken on the 29th, 30th or 31st December 2020.
A £100 non pensionable lump sum payment, paid to part time employees on a pro-rata basis.
Discussions are taking place on implementation of the second hour reduction in working time due on 1st October 2019.
