TERMS OF REFERENCE BETWEEN ROYAL MAIL (RM) AND THE COMMUNICATION WORKERS UNION (CWU) FOR THE RELOCATON OF THE NORTH WEST REGIONAL DISTRIBUTION CENTRE

Dear Colleagues

Branches are informed that the business have been seeking to secure a new RDC site in the North West. This search had become an increasing priority due to the significant increase in Parcel traffic emanating in the North West and the deficiencies at the current RDC site in Warrington, which is approaching a lease break and would require significant investment.

A number of alternative properties were considered across the North West however the business have now secured a new and substantially larger site on the Omega Park Industrial Estate, around 4 miles from the current RDC site and in the immediate vicinity of Warrington Mail Centre. The acquisition of the new site will enable considerable expansion in a geographic area where there is significant opportunity for growth in the parcel and particularly in the LAT markets.

Royal Mail will take ownership of the site in November 2018 and discussions have been taking place with the business on a cross functional basis and have now concluded with the attached Terms of Reference covering the commissioning of the facility and the migration of the RDC operation to the new site with a projected operational go live date of August 2019.

The TOR covers the scope of the project, which may include the consideration of rebalancing workloads/traffic streams with other locations to enhance operational capability and address capacity issues in the North West. The TOR also defines the Joint Working Group approach and the engagement processes across strand activity covering:

 Processing

 Logistics

 Engineering

 Fleet

Activity will be coordinated by a National Joint Steering Group (NJSG) headed by departmental leads for each function with support from Divisional and Territorial Engineering Representatives.

Sub Working Group activity for each function will progress the detailed discussions on the project utilising CWU field expertise as required.

Outputs, decisions and any recommendations from the NJSG and Sub-Working Groups will be regularly reported to the National leads for endorsement.

It is confirmed that all activity associated to this relocation plan will be undertaken in line with National agreements, MTSF and the IR Framework.

All Health & Safety elements associated with the relocation activity will remain proper to the CWU National Health & Safety Department to develop and agree, prior to the deployment of any equipment or operational working practices.

Both departments believe that this significant investment by Royal Mail in a new RDC facility is a good news story which will provide enhanced job security for our members at NWRDC and provide significant growth opportunities in the future.
