Holiday Question

At our mail centre holidays are now done on a shift basis. For example if there are too many people off shift your holidays can be refused even if there are slots available in your section. This makes it difficult to book anything as we can't tell how many people are off shift and most the time it comes back refused. Is this normal or should we be able to book a holiday if there is a slot available in your section. Thanks for any info.
