Indoor S/A being made to do outdoor work.

Apologies if covered before I’m not on this forum as much as I used to be.
My office has two S/A indoor guys at night, from around 3/315 to 630/7.
One is a callers office duty and one is a mail seg duty which segregates collections into 1st/2nd class/ PPI/ etc etc. Before it gets taken to mail centre.

However, increasingly these guys are being sent out on delivery. This is after they’ve completed their own 4.15 deliveries.
It’s either lapse bits, or mail that has been failed because of vacancies.
I raised it with a DSM and his reply was that if he has resource in the building and mail to be cleared he must use all options, including indoor SA guys. But he also said that it should be an absolute exception, if it isn’t it means our work plan is failing.
We now have so many vacancies though mail is failing every day, so these duties are being sent out every afternoon.
Any help on my options would be appreciated.
And saying put it in your weekly resource meeting notes isn’t going to help, done that - got nowhere.
